for a two-day visit
Prime Minister Narendra
Modi has arrived in Sweden for a two-day visit as he kicks off a
trip that also will take him to Britain.
- He is in Europe for talks on trade, growth, global
security and climate.
- He will meet with the prime ministers of Nordic
nations for the first India-Nordic Summit.
- Prime Minister Modi is unlikely to have bilateral
talks in London with his Pakistani counterpart, Shahid Khaqan Abbasi.
UK Joins International
Solar Alliance to Mark Narendra Modi Visit
The United
Kingdom joined the India-led International Solar Alliance
(ISA) ahead of Prime Minister Narendra Modi’s four-day visit to Britain.
- At an event held at the London
Stock Exchange as part of the Commonwealth Heads of Government
Meeting 2018 (CHOGM), Britain formally announced its membership of
the alliance.
- This alliance aims to raise $1
trillion of private and public finance to provide affordable and
sustainable energy for all by 2030.
International Solar Alliance (ISA) is
an alliance of more than 121 countries, most of them being sunshine
countries, which lie either completely or partly between the Tropic of Cancer
and the Tropic of Capricorn. The primary objective of the alliance is to work
for efficient exploitation of solar energy to reduce dependence on fossil
fuels. This initiative was first proposed by Indian Prime Minister Narendra
Modi in a speech in November 2015 at Wembley Stadium, in which he referred to
sunshine countries as Suryaputra ("Sons of the Sun"). The
initiative was launched by Prime Minister Narendra Modi at the India
Africa Summit, and a meeting of member countries ahead of the 2015
United Nations Climate Change Conference in Paris in November 2015. The
framework agreement of the International Solar Alliance opened for signatures
in Marrakech, Morocco in November 2016, and 121 countries have joined.

World Bank Projects
India’s Growth Rate at 7.3% for 2018-19
The World Bank has
projected a growth rate of 7.3% for India this year
and 7.5% for 2019 and 2020. The bank also noted that Indian
economy has recovered from the effects of demonetisation and the Goods and
Services Tax.
- The World Bank in its twice-a-year South Asia
Economic Focus report in Washington stated that growth is expected to
accelerate from 6.7% in 2017 to 7.3% in 2018 and to subsequently
stabilise supported by a sustained recovery in private investment and
private consumption.
Government revises target
to complete PMGSY from year 2022 to 2019

stated that the Pradhan Mantri Gram Sadak
Yojana or PMGSY is well on its way to achieving the target
by March 2019. T
- he scheme, since its inception in
2000, has been able to provide connectivity to more than One
lakh 50 thousand habitations.
- Sensing the importance and urgency of rural roads
for national development, the target date for completion
of PMGSY-I has been preponed from 2022 to 2019.
Pradhan Mantri Gram Sadak Yojana
(PMGSY) is a nationwide plan in India to provide good all-weather road
connectivity to unconnected villages. The PMGSY is under the authority of the
Ministry of Rural Development and was begun on 25 December 2000. It is fully
funded by the central government. During November 2015, following the
recommendations of the 14th Finance Commission, the Sub-Group of Chief
Ministers on Rationalization of Centrally Sponsored Schemes, it was announced
that the project will be funded by both the central government (60%) and
states (40%)

Monsoon to be normal, says
IMD
The country is likely to see
“normal” monsoon rains, the India Meteorological Department (IMD) said in its
forecast on Monday. However ocean temperatures in the Pacific and Indian
oceans, around August, pose concerns.
- India is likely to get 97% rainfall, defined as
between 96% and 104% of the Long Period Average (LPA) of 89 cm it
typically gets between June and September.
- The IMD has ruled out chances of a “drought,”
ascribing only a 14% chance of ‘deficient’ rains and given a 42%
likelihood of ‘normal’ monsoon rains. In any given year, there’s a 16%
chance of deficient and 33% odds of normal rains.
The IMD’s forecasts in April aren’t
always accurate. In April 2016, for instance, it said India would get 106% of
the LPA — or ‘above normal’ rains in Met parlance. India ended up with 97% or
‘normal’ rains. It also under-estimated rains in 2015 and 2014, when India
ended up with deficits greater than 10%, or drought-like conditions. Last
year’s forecast was more accurate, with India getting 95% as opposed to the
IMD’s 96% estimate.

Petroleum and Natural Gas Regulatory Board (PNGRB)
set to take up Natural gas market regulator
India’s downstream oil and gas regulator Petroleum and Natural Gas
Regulatory Board (PNGRB) is set to take up the role of the market regulator for
the natural gas sector, when the planned natural gas trading hub comes into
being, much on the lines of the capital markets regulator Securities and
Exchange Board of India (SEBI).
- The plan to establishing a natural gas trading
platform is part of a larger effort by the government to build a vibrant
and transparent gas market in India.
- The idea is to create an ecosystem where the
competing buyers would be able to buy gas from competing sellers and
transport the same from gas source to the place of their requirement by
getting a non-discriminatory access to the pipeline capacity. This
end-to-end solution would reduce customer risk and enhance customer
confidence on gas as an alternate fuel and feed.
- The Government has envisaged ushering into a
gas-based economy by increasing the share of natural gas in the primary
energy mix of the country from current level of about 6% to 15% by 2030.
The Petroleum and Natural Gas Regulatory Board (PNGRB) was constituted
under The Petroleum and Natural Gas Regulatory Board Act, 2006. The Act
provide for the establishment of Petroleum and Natural Gas Regulatory Board
to protect the interests of consumers and entities engaged in specified
activities relating to petroleum, petroleum products and natural gas and to
promote competitive markets and for matters connected therewith or incidental
thereto.

The world’s biggest natural gas hub is the Henry Hub in the US state of
Louisiana. Gas delivered at this point is the basis of most US natural gas
futures.

Kerala to set up three
cyber police stations for tackling rising cyber crimes
Concerned over the rise in
online crimes, the Kerala Government decided to set up three cyber police
stations at Ernakulam, Thrissur and Kozhikode.
- A decision in this regard was taken at a Cabinet
meeting chaired by Chief Minister, Pinarayi Vijayan.
- A special wing is being set up to prevent cyber
crimes and ensure effective investigation. It was also decided that each
cyber police station would have 18 personnel, including a circle
inspector.
World Bank fillip for
natural resources of Meghalaya
The World Bank signed a $48
million loan agreement for revitalising natural resources in Meghalaya through
a community-led landscape approach.
- The project is expected to benefit 1,00,000 people
in rural Meghalaya besides building the capacity of some 30,000 youth
through access to technology.
- The Meghalaya Community-led Landscapes Management
Project is designed to support the State’s three tribal communities –
Khasi, Garo, and Jaintia – in managing its forests and natural resources
through customary laws.
Meghalaya’s woods are designated as
‘unclassified forests’ in the State records and for the most part do not
receive technical or financial support from State institutions. Besides,
there are no institutions or legal frameworks for water management in the
State.

Himachal Pradesh cabinet
to create agency for water supply in Shimla
The Himachal Pradesh cabinet
approved setting up of Shimla Jal Prabandhan Nigam Limited (SJPNL) for water
supply and waste water management in Greater Shimla Planning Area and other
places.
- The estimated cost of the project to be implemented
with financial assistance from the World Bank is Rs 770 crore.
- The Cabinet meeting, presided over by Chief Minister
Jai Ram Thakur, also approved in principle transportation guidelines for
the safe plying of school vehicles.
- It was also decided that the transport department
would send letters to the principals of all private schools on behalf the
chief minister informing them about the school transportation safety guidelines.

launches Pocket Cop project
Gujarat Chief Minister Vijay
Rupani has launched the ‘Pocket Cop Project in order to ensure that the police
force of the state is equipped with modern day technology.
- Under the project, every officer in charge of the
police station, Investigating Officer, PCR van and officials handling the
passport verification process shall be equipped with a smartphone enabled
with internet connectivity.
- The government has made a provision of 4900 such
phones. These phones will have the information of as many as 69 lakh
criminals and their crimes at fingertips.
The use of CCTV across various
districts at the cost of more than 300 crores Rs under the Smart City Project
has helped curb various types of crimes happening all over the state.6

SC rejects plea to scrap
pension for MPs
The Constitution
specifically mentions payment of pension to retiree President, Vice-President,
Supreme Court and High Court judges to assure them that their independent
decisions, taken while in office, will not leave them in penury post
retirement, the Supreme Court said in an judgment.
- A Bench of Justices Jasti Chelameswar and Sanjay
Kishan Kaul made the observations in their verdict refusing to scrap
pension and benefits to former parliamentarians.
The framers of the Constitution
believed that certain offices required a higher degree of protection, having
regard to the greater degree of independence expected of the holders of their
offices. The framers knew history and the attempts of the men in power to
subjugate the holders of such officesThe court dismissed arguments by the
petitioner Lok Prahari that MPs were not eligible for pension as the
Constitution did not mention it.
The judgment said the Constitution’s
silence did not make them ineligible. If that was the logic, then Central and
State Ministers, Chairman and Deputy Chairman and Speaker and Deputy Speaker
would not have got pension.

India wins election to
crucial NGO committee in United Nations
India has won an election to
a crucial non-governmental organisation committee in the United Nations.
- It topped the election by the Committee on
Non-Governmental Organizations in the Asia Pacific States category
followed by Pakistan, Bahrain and China to serve a four-year term
beginning on January 1, 2019.
- India got the highest number of votes at 46,
followed by Pakistan 43, Bahrain 40 and China 39.
India was also elected by acclamation
to the Commission on Population and Development for a four-year term and to
the Commission on Crime Prevention and Criminal Justice for a three-year
term.

Commonwealth Innovation Fund has launched in London
A new Commonwealth Innovation fund has been launched on the sidelines of
the Commonwealth Heads of Government Meeting (CHOGM) being held in London.
- The Global Innovation Fund (GIF) will work as the
delivery partner to host a new Commonwealth Innovation Fund (CIF), which will use GIFs existing due diligence
processes for sourcing, evaluating and investing to generate a
high-quality portfolio of enterprises that are aligned with the
Commonwealth Secretariats priorities.
- The GIF will manage the fund and its investments,
which will be targeted at innovative projects across Commonwealth
countries that “save and improve lives”.
- The new partnership aims to provide financing for
incubating and accelerating impact-oriented ideas and innovations within
the Commonwealth countries. It is a $200 million venture capital firm that
invests in social innovations that aim to improve lives and opportunities
in the developing world through the use of grants and risk capital.
The Global Innovation Fund is a non-profit innovation fund headquartered
in London with an office in Washington D.C. that invests in the development,
rigorous testing, and scaling of innovations targeted at improving the lives
of the world’s poorest people. GIF is a unique hybrid investment fund that
supports the piloting, rigorous testing, and scaling of innovations targeted
at improving the lives of the poorest people in developing countries.

China launches website to
report corruption
China has stepped up its
campaign against foreign espionage with a website in Mandarin and English
encouraging people to report national security threats such as bids to
“overthrow the socialist system”.
- The website, www.12339.gov.cn, launched by the ministry
of national security, also urges anyone to report attempts by Chinese
nationals or foreigners to bribe state or military officials, instigate
armed riots or incite ethnic separatism.
- Informants will be rewarded for discovering
espionage equipment or for tip-offs on anyone suspected of buying or
selling state secrets, according to the website, which allows users to
lodge complaints in both Chinese and English.

Pakistan opens the first
transgender school, The Gender Guardian
Pakistan’s first school for
the transgender community was launched here with its first classes slated to
begin.
- The school, ‘The Gender Guardian’, was inaugurated
by the NGO Exploring Future Foundation (EFF), which has attempted its
first project, Dawn News reported. Asif Shahzad, the owner of the school,
said there are 30 people enrolled in the school.
Pakistan’s total population of
transgender people reported in the sixth Population and Housing Census in
2017 was 10,418, reports Dawn news.

France announces 50
million euro humanitarian aid for Syria
France will contribute 61.9
million dollars toward urgent humanitarian aid for Syria.
- French President Emmanuel Macron stated at a meeting
with a group of non-governmental organisations (NGO) in Paris.
- The funds will be allocated to NGOs and U.N.
agencies working on the ground in Syria, including the U.N. office for
humanitarian affairs.
- According to United Nations estimates, some 13
million people including six million children are in need of humanitarian
aid in Syria, ravaged by a seven-year war that has displaced millions.

Air Force displays might in biggest combat exercise
More than 1,100 aircraft
half of the fighter jets have logged over 6,000 flight hours in three days
during the Indian Air Force’s largest exercise in the past three decades.

Gaganshakti-2018, move from the western sector to the eastern front “in
less than 48 hours.
- Dhanoa said all training activities in the force
will remain suspended till the two-phase drill ends on April 22.
Indian scientists make
Ayurvedic drug to cure dengue
Indian scientists have
formulated an Ayurvedic drug to cure dengue, claimed to be the first in the
world, and the medicine is likely to be available in the market by next year.
- The Central Council for Research in Ayurvedic
Sciences (CCRAS), an autonomous body under the Ministry of AYUSH and
ICMR’s, regional research centre in Belgaum in Karnataka, have already
conducted pilot studies which have proved the clinical safety and efficacy
of the drug.
- This drug has been made with seven herbal
ingredients which are in use in Ayurveda system of medicine since
centuries.
Ola wants to roll out a
million electric vehicles on Indian roads by 2021
Cab-aggregator app, Ola,
wants to roll out 10,000 electric three-wheeled rickshaws within a year and a
million battery-powered vehicles by 2021.
- The startup run by ANI Technologies Pvt said it’s in
policy discussions with several state governments and is talking with
potential partners from automakers to battery producers.
- It aims to build out an existing pilot project in
the central Indian city of Nagpur, where Ola’s first EVs have already
travelled more than 4 million kilometres.
WPI inflation eases to
2.47% in Mar.
Inflation based on wholesale
prices slipped marginally to 2.47% in March on falling prices of food items,
especially vegetables and pulses.
- On the basis of the Wholesale Price Index, inflation
had quickened to 2.48% in February and to 5.11% in March last year.
- According to government data, food articles
witnessed deflation after about eight months as vegetables, cereals,
pulses, eggs, meat and fish, turned cheaper. Wholesale prices of food
articles fell 0.29% in March compared with a 0.88% rise in the previous
month. Manufactured products inflation accelerated to 3.03%, while sugar
prices fell 10.48% in the month.
Retail inflation, as per data released
last week, slipped to a five-month low of 4.28% in March on account of
decline in food prices.

Andhra Bank opens sale of
sovereign gold bonds
Andhra Bank has opened the
sale of Sovereign Gold Bonds in line with the Government of India scheme for
2018-19 – Series – I during April 16-20, 2018.
- Issue price for the current week has been fixed at
Rs 3,114 per gram with a discount of Rs 50 per gram if subscribed through
digital mode.
- The minimum subscription is one gram of gold and the
maximum limit of subscription ranges from four kg to 20 kg for different
categories of customers.
- The tenor of the bonds is eight years with a
provision for premature cancellation after five years on interest payment
dates. RBI has notified 2.50 interest per annum payable on a half-yearly
basis.

Kolkata-based Bandhan Bank
Ltd became one of the top 50 most valuable publicly traded
firms in India.
- The market capitalization of Bandhan Bank was at
Rs64,000 crore, claiming 50th rank, according to BSE data.
Tata Consultancy Services Ltd is the
most valuable company in India, followed by Reliance Industries Ltd and HDFC
Bank Ltd. Bandhan Bank had raised Rs4,500 crore through a successful initial
public offering (IPO) in March after setting the pricing at Rs375 per share.

backed over draft facility for MSMEs
Yes Bank has
announced the launch of ‘Yes GST’, an OD (over draft) facility for
Micro, Small and Medium Enterprises (MSMEs). Through this, an MSME can
avail OD up to Rs 1 crore, based on their annual turnover, backed by GST returns.
- Any additional assessment of
balance sheet or bank statements will not be required. This OD facility
can be availed by an MSME against mortgage of residential or commercial
property. The sanctioned amount can be utilised by the MSME either fully
or in tranches.

app to ramp up biz

Small Finance Bank wants to ramp up its business via crowd-sourcing — involving
not only employees but also customers and non-customers — with the help of a
mobile-based app called ‘Kamao’ (earn).
- The one-year-old bank is planning
to encourage stakeholders to log leads on prospective customers, who want
to open deposit accounts or get loans, on the app and win ‘rewards’.
- This app is currently undergoing
beta (field) testing.

Bengaluru highest paying
City for talent: Report
The garden city of Bengaluru
is found to be the highest paying city in the country, with an average annual
cost to company (CTC) for talent across all levels and functions standing at
about Rs 11 lakh, according to Randstad Insights, the research and
analysis division of Randstad India.
- Pune stands second at around
Rs 10 lakh, followed by Delhi NCR and Mumbai with an average
annual CTC figure of a little under Rs 10 lakh and around Rs 9 lakh,
respectively.
Commonwealth innovation index launched
A new Commonwealth Innovation Index has been launched as part of a new Commonwealth
Innovation Hub on the sidelines of the Commonwealth Heads of Government Meeting
(CHOGM) being held in London.
- The index has been created in
partnership with the United Nations World Intellectual Property
Organisation (WIPO) and its annual Global Innovation Index (GII).
- It is aimed at providing a tool
that allows member states, organisations and citizens to benchmark
themselves against 53 countries of the Commonwealth, with the new
innovation hub offering a dedicated online space for Commonwealth countries
to showcase what they have to offer and share with other members.
- India is ranked 10th.
Bangladesh has been ranked 24th.
- The index is topped by the UK,
Singapore and Canada.
The Global Innovation Index (GII), co-published by World-Intellectual
Property Organization (WIPO), Cornell University and INSEAD with CII as a
Knowledge Partner since inception, has been ranking world economies including
India since 2007 according to their innovation capabilities and outcomes
using 82 indicators among a host of other important parameters.

Weisbaden conference held in India
Wiesbaden Conference 2018 was recently held in India. Representatives from
the 39 countries, as well as experts from the UNSC 1540 Committee and UN Office
for Disarmament Affairs in New York, participated in the conference.
- The conference provides an
opportunity to participants to share experiences on their export control
systems and to identify legal and technical assistance, action plans and
challenges in the national implementation of UNSC 1540.
- The title of the Conference is
‘Securing Global Supply Chains through Government-Industry Partnerships
towards Effective Implementation of UNSC Resolution 1540’.
- The Ministry of External Affairs
(MEA) in cooperation with Germany and the United Nations Office for
Disarmament Affairs (UNODA) hosted the conference. Federation of Indian
Chambers of Commerce and Industry (FICCI) was the industry partner for the
event.
The Wiesbaden Process was initiated by the Government of Germany in 2012
to strengthen the implementation of UNSC 1540 through Government-Industry
partnerships.

To fulfil the obligation, the Vriksh shipment certificate, issued
exclusively by EPCH is mandatory to go along with all shipments of two
Dalbergia’s species (Rosewood and Sheesham) products.

India breach 500 medal
mark in Commonwealth Games
India finished third in the
medals tally with 66 medals in total which can be broken down into 26 gold, 20
silver and 20 bronze.
- With 66 medals, India went past
the 500-medal mark.
- India entered the Games with 436
medals and by the time Mary Kom led the contingent at the
closing ceremony ten days later, the number had climbed to 502.
- With that India became the fifth
country to reach 500 or more medals in Commonwealth Game.
