U.S. again places India on ‘watch list’
The Office of the U.S. Trade Representative has once again placed India on ‘Priority Watch List’ in its annual Special 301 Report on the state of intellectual property protection.
  • India continues to remain on the priority watch list for longstanding challenges in its intellectual property framework and lack of sufficient measurable progress. As per the report, the country is also one of the world’s most challenging major economies in the area.
  • In its latest 2018 Special 301 Report, the USTR has placed 12 countries on its priority watch list. Other countries on the list are Algeria, Argentina, Canada, Chile, China, Colombia, Indonesia, Kuwait, Russia, Ukraine, and Venezuela.
  • The report comes at a time when the United States Patent and Trademark Office (USPTO) has demanded elimination of ‘Form 27’ — a statutory requirement unique to India’s patent law that mandates patent holders to declare how a monopoly is being exercised in the country.
The special 301 report identifies US trading partners that do not adequately or effectively protect and enforce IP rights or otherwise deny market access to its innovators and creators that rely on protection of their IP rights. The IP issues in these countries will be the subject of intense bilateral engagement during the coming year.
India remains on the priority watch list this year for longstanding challenges in its IP framework and lack of sufficient measurable improvements, particularly with respect to patents, copyrights, trade secrets, and enforcement, as well as for new issues that have negatively affected US right holders over the past year.
The longstanding IP challenges facing US businesses in India include those which make it difficult for innovators to receive and maintain patents in India, particularly for pharmaceuticals.
Indian government has taken several steps to improve its IP environment. In 2017, India continued to carry out high-level initiatives involving IP, including the 2016 National IP Policy and Startup India. However, they have failed to draw a direct link to specific IP reforms that would best help achieve these goals. India’s overall levels of IP enforcement remain deficient, and the lack of uniform progress across the country threatens to undercut the positive steps that certain states have taken. Its time for India to address these challenges.

Australia has pledged Aus $500 million ($379 million) in new funding to restore and protect the Great Barrier Reef.
  • The reef is a critical national asset, contributing Aus$6.4 billion a year to the Australian economy.
The Great Barrier Reef is the world’s largest coral reef system composed of over 2,900 individual reefs and 900 islands stretching for over 2,300 kilometres over an area of approximately 344,400 square kilometres. The reef is located in the Coral Sea, off the coast of Queensland, Australia. The Great Barrier Reef can be seen from outer space and is the world’s biggest single structure made by living organisms. This reef structure is composed of and built by billions of tiny organisms, known as coral polyps. It was selected as a World Heritage Site in 1981.
Threats to the great barrier reef:
It is reeling from significant bouts of coral bleaching due to warming sea temperatures linked to climate change.
It is also under threat from the coral-eating crown-of-thorns starfish, which has proliferated due to pollution and agricultural run-off. The predator starfish feeds on corals by spreading its stomach over them and using digestive enzymes to liquefy tissue.
With its heavy use of coal-fired power and relatively small population, Australia is considered one of the world’s worst per-capita greenhouse gas polluters.

NASA is set to launch Interior exploration using Seismic investigations, Geodesy and Heat Transport (InSight)
NASA is set to launch Interior Exploration using Seismic Investigations, Geodesy and Heat Transport (InSight) on May 5, the first-ever mission to study the heart of Mars.
  • InSight is part of NASA’s Discovery Program, managed by the agency’s Marshall Space Flight Center in Huntsville, Alabama.
  • It will be the first mission to peer deep beneath the Martian surface, studying the planet’s interior by measuring its heat output and listening for marsquakes, which are seismic events similar to earthquakes on Earth.
  • It will use the seismic waves generated by marsquakes to develop a map of the planet’s deep interior.
MarCo:
The rocket that will loft InSight beyond Earth will also launch a separate NASA technology experiment: two mini-spacecraft called Mars Cube One, or MarCO. These briefcase-sized CubeSats will fly on their own path to Mars behind InSight. Their goal is to test new miniaturized deep space communication equipment. This will be a first test of miniaturized CubeSat technology at another planet, which researchers hope can offer new capabilities to future missions. If successful, the MarCOs could represent a new kind of communication capability to Earth. InSight’s success is independent of its CubeSat tag-alongs.

Scientists developed Neanderthal brain model
Scientists have for the first time set eyes on a three-dimensional Neanderthal brain in the form of a virtual model made to fit the empty, fossilised skulls of long-dead individuals.
  • The reconstructed organ confirmed earlier observations, based more loosely on head size and shape, that Neanderthals had a larger brain than their early Homo sapiens cousins, but with a smaller cerebellum.
  • The distinction may have caused social and cognitive differences between the near relatives, and may explain why one went extinct while the other thrived, said Naomichi Ogihara of the Keio University in Japan, in the journal Scientific Reports .
